Justin Toohey

Director of Alternative Dispute Resolution, Administrative Appeals Tribunal

Justin has been the Director of Alternative Dispute Resolution (ADR) for the Administrative Appeals Tribunal (AAT) since 2013. The Director ADR leads the AAT’s well-established team of conference registrars. In 2022-23, around 90% of matters in which an ADR event was held finalised without the need for a hearing before a member.

Prior to joining the AAT, Justin managed ADR projects as First Assistant Information Commissioner with the Office of the Information Commissioner (OIC), Queensland, and as Director of Mediation and Dispute Resolution Services for the Registrar of Indigenous Corporations (ORIC). Justin has been mediator since 2003 as well as a senior legal officer, decision-maker, and reviewer of administrative decisions in a range of Commonwealth agencies. Justin’s formal qualifications include a Masters of Law, Graduate Certificate in Management, and undergraduate degrees in Law and Science.
